Why is Rapunzel so much rarer than all the other MO ponies?

I feel like there's probably an explanation of this somewhere on here already but I couldn't find one. Why is she so expensive and HTF in comparison to all the other Mail Order ponies? Was there a limited number of her or something?

I'd say Sweet Scoops is just as HTF/expensive as Rapunzel. Actually in my opinion Sweet Scoops is more HTF. It's just that Rapunzel is more sought after that drives her price way up.

I agree with Lady Starflower.  You can almost always find a Rapunzel for sale somewhere online (maybe not at a price you'd be willing to pay, but she's almost always up *somewhere*), but I can honestly count on one hand the number f times I've seen Sweet Scoops, and I've never seen her stay for sale long at all.  (I should also note, I haven't actively hunted for Sweet Scoops yet.  I do also believe that Scribbles and Dabble come up for sale much less frequently than 'Punzie does, too.)  I don't know anything about production numbers, but if I recall correctly, Rapunzel was significantly more expensive in both money and points to order than the others offered with her, which likely deterred a lot of orders.

Sometimes it's just demand that drives up the price of a pony.
Some would argue that all ponies like Speedy and Quackers are just as rare as Mimic, but since she's so much more sought after she is just that much more expensive..

Sometimes demand has more of a say on the price than the actual rarity of something :p

Luckily for me both her and Sweet Scoops don't really do it for me.. so I can save hundreds :p

I think it is more that she is really pretty so in demand and her price went up.

I personally found Sweet Scoops and charm harder as others have said, and if not for Unicorn's awesomeness in helping me get mine I am certain I would still be looking.

The other one is Baby Sugarcake, who I have seen at Ponycon but still don't own. Imo as someone who didn't grow up with them, Rapunzel is more common than both of those. She just tends to be wanted more so sells high.

She was expensive (9$+ points), and only in the last offer during the final years of MLP when the brand was on a serious decline.  Just looking at the average set size (down to three from an average of six) and how most of the Y9 & Y10 sets are harder to find even though they're eight to ten years younger than the early ponies tells a lot about how the sales numbers must have been plummeting.

Those that didn't sell out appear to have been shipped here, since there are a lot of examples of TAF babies in simple packing on UK market stalls in the middle nineties, along with other surplus. I don't remember hearing of a Rapunzel being found that way, though, so I imagine she met capacity.
