I heard there was a fire in the factory when she was being made and they only did so many because the fire shut things down for a while. Or is that a rumor spread by pony gossip?

She was expensive (9$+ points), and only in the last offer during the final years of MLP when the brand was on a serious decline. Just looking at the average set size (down to three from an average of six) and how most of the Y9 & Y10 sets are harder to find even though they're eight to ten years younger than the early ponies tells a lot about how the sales numbers must have been plummeting.
