The sad thing is that their target audience probably won't even notice or mind...
I remember being upset when my toys had paint scratched off them during play (I was quite rough with my little Pokemon figures
), and if I had got a toy with flaws like that right out of the box it would have dampened the excitement of getting a new toy for sure.
Hasbro's attitude prolly is that they're just for dumb kids that won't care or notice, though, you're right
I don't think toys being aimed at kids is an excuse for poor quality, though.
