Try a good degreaser - like a dish soap/liquid - that should get the remaining glue out of the hair.

That's what I was using all along :'( Her tail is so soft, but her mane feels really really dry now. I don't know if it's glue, or if I damaged it getting the glue out.

Have you tried soaking it in a very very warm water, then slather it in conditioner, wrap in saran wrap, leave for 12-24 hours and then remove and rinse in tepid water.
Its probably a bit of combination that the glue has dried the hair a little but also that there could well be residual surface glue left which is still coating some of the hair.
It depends on how brave you are. First I would try the conditioner soak and see if you have any luck with that. If none then try baby oil or tea tree oil and brush it completely through the hair. Its going to leave the hair a little greasy so condition it again after you have removed the baby oil. Make sure to give it some time to soak and you may need to repeat a few times. The only final option you can try is to brush acetone or goo off through. I really do not recommend this unless you are desperate - you also of course want to keep it far away from the paint if you have to resort to it and make sure to condition the hair completely after wards as it will damage hair in the long run.

Okay, I'll try the conditioner. Do you think the tea tree oil would dissolve leftover glue residue, or is it just to "hydrate" the plastic hair?
