Who is the rarest pony in the world?

That question is very particular as many people have different views of rare. Some say super expensive is rare and others say one of a kinders OAKS
are rare.. And others they have to be a combo of both expensive and OAK.

My definition would be expensive but also as close to OAK as possible

Hmm well the rarest in my collection would be

takara ponies,
south africans (particularly powder as she is OAK)
OAK thailand sunburst,
red haired tootsie variant (Only two found of her so far)
spanish masquerades in whizzers pose (I have the only two ever found) 
colombian baby bowtie also OAK.
Greek baby moondancer
Greek baby medley (OAK dark blue variant)
NC Venezuelan white and Yellow Medley ( both OAKS)

I know others have some pretty amazing collections out there that won't be bragging but
I just faint to think of how many extremely rare ponies are on this board.

One that comes to mind is Peru white moonstone.. I just love her

As others have said the main thing is whether you are thinking of regular US/Euro released ponies or if you are going to include Nirvana.

Either way the top rarest and hardest to find and expensive and sought after ponies will always be nirvana. With top of that list probably being the OOAK ponies so far found or so far known about with South Africans leading the way.

There were very few yellow Greek Twilights out there. I used to own the Glory pose one.

Probably either the Nirvana ponies of certain countries, or the prototype G1 ponies (like in the toy catalogues), as they were almost always thrown away afterwards...

She is expensive, but she wouldn't compare to others like South Africans or some of the rarer Greek Babies. I got mine for less than $300, but one sold somewhat recently for ~$780ish, both on ebay.

There's also the variant pose Best Friends Babies.... Billie and Susie have been found so far. There is only one Susie. There *might* be two Billie's, but we havent been able to confirm the second one. I have a Billie and Taffeta has Susie.

On the mail order form baby game time and baby sugar cake were shown as baby male ponies (in the lucky body mold) but when they were sent out to us they were in the baby Ember female body mold.

I'd love to know where those male babies are since they were actual photos on the order form and not drawings.

I would say those two that were photoed for the order form would be in the top 5 of super rare things since Hasbro did not make them in that style and instead made them female.

I think it really depends on the type of collector you are and the country you live in. I f you collect Nirvanas then those that are from other countries that are harder to find and pricier are going to be rarer to you.
I don't collect Nirvanas myself, mostly because of price but also in most cases I just don't like them. There aare some I like but not enough to pay big money.
For me I collect normal G1 ponies UK/Us I think the closest I've got to getting rare is flat foot cotton candy whom I'm paying for tomorrow but for a flat foot she's not rare. For me rare would be a mail order pony, or pony not available here. To me ponies like TE Mimic are rare because of price and TE Bright Eyes because I rarely see her ever available to purchase. Also to me rare is condition, as I've yet to come across an auction for Princess Primrose where she doesn't have wonky leg syndrome.
That's the trouble with questioning rarity as we are all unique not only in personality but in our collecting, we all love ponies but we all hunt for different ones, like different generations, some of us like merch, some like MIB others love bait ponies.
There is a saying one mans junk is another mans treasure, I guess it is appropriate for collecting ponies, I like TEs some hate them.
Though I will say piggies are rare as hell for me and I've only seen a couple on ebay.

These are prototype ponies. Most of them were just thrown away after they were done with the photoshoot. These would be quite rare to find

there are several that are 2 of a kind and 3 of a kind
and there are several that are one of a kind too. but not all of them are so popular.
i would add reverse gusty to the list, im thinkin theres like 2 -3 known?? shes super rare AND super popular = super expensive!

also, no one ever mentions this pony in threads like this but i can tell you she is EXTREMELY rare
this is the only pic i have ever seen of her and when i did a poll here at the arena no one else had her. i believe the person who took the pic still owns her
she is my grail of all grails.... and i have  a feeling she always will be ;(
