Might be mold or tail rust. You may want to pop her head off and check.

Mold, dirt, mildew, rust… all of the above? I recommend popping her head off and soaking some kind of cleanser in there, let it soak into the roots and through the hair. I’ve also taken a toothbrush to the roots after a soak, to try and banish the grossness! Good luck!

because of the greenish tinge, I'm thinking you have a nice combo of mold/rust. I second popping the head off and scrubbing her down. if she's rusty, change the washer out. zip ties work great for tails
