Oh wow I didn't expect this many replies. Thank you all for the info and the links.I did actually find the horse I am looking for. This is the one. I think his or her name is Feed 'n Muzzle. On my phone now. So I will post the image later.
Feed n Nuzzle was a specific subset within GCs with moveable necks and heads.

The only mare with that description is 2002 Piebald - "Painter's Palette with foal Rainbow's End". Otherwise it’s the Paint stallion from 1997.
