That's a fakie, a Remco to be exact.  Prices can vary but I wouldn't say more than $5.

It looks like a vintage Remco, based on the rainbow necklace and coloring, but sadly still not worth a lot.

I hate to see a pony chewed up, but if doggie really loves it, I'd let him/her keep it, although there may be some fakie collectors who want the necklace (not that that's good for doggies anyway!) Some people like Remcos, but they can be a hard sell, I think.
