...the owner is a police officer and apparently makes zero effort to stop the cat from literally stealing other people's stuff? Wow.

Points to the cat for stealing someone's homework, though. Hopefully the poor kid's teacher will see this segment and realize they were telling the truth.

I saw a news story once about a similar "cat burglar."  The family in that instance had a "reverse garage sell" so that the neighbors could come pick up their lost items.
