What is Mountain Boy Thundercloud's blue streak?

Hello all! I need some help with finding the right blue for Mountain boy Thundercloud's blue streak in his mane, I have a very poorly bald one I'd love to fix up!

Looking at photos is difficult because the blue is influenced by the heartthrob pink so I want to be sure!
As you can see he's pretty bad! I also have to touch up his symbol.
Is there anything I can do about his mismatched head/body?
