Mexican Baby Blossom's hair?

Are there variations in the length of this pony's hair or is the top one just cut? Or do all the Mexican ponies just have variable length hair or something? All of a sudden I have three of these! If there is a "regular-length" and "extra-long" length, I will probably keep two, since they are not worth that much.

I have mostly come across them with lovely and overly long hair - however I think rather than the shorter hair being intentionally cut its just that Mexico was not particularly known for quality control and as PKW says there were released with all manner of variety of length.
