How can I make color streaks a la Pretty Mane ponies?

I've put the image in a spoiler because the image is too big. I'd like to give my custom some mane colours similar to the mail order Pretty Manes, but I don't know how to make those horizontal streaks. Any ideas?

You could dip dye that's what I would do.

You can also try laying the hair flat and "painting" on the dye with a thick brush, then rinsing.  Good luck!

you're best bet is to use white hair then paint-dye the area you want dark blue. Bleach will not work on pony in the same way as it does on clothing
