I wonder who is this little baby? He is from the Around the World-set (Australia) but he is different. His diaper and bumerang are blue?

Did those not come in different colors?

They usually came with white diaper which changed into light blue or pink. This one has painted blue diaper.

Edit: I think I misunderstood you. But either way, those painted on diaper babies seem to be more rare than normal?
