Have you tried the Commissions Artist Thread?  http://mlparena.com/index.php/topic,318748.0.html  I'm trying to picture a pony in a wheelchair (or is that his symbol?) and it sounds like it might be a bit more complicated than most artists will do for free.  There's a lot of awesome artists who offer their services in that thread though.  Hope you can find someone who fits what you're looking for!  Good luck and here's a

I agree with Zenna, commissioning someone may be your best bet with a more complex OC. That way you can also be relatively sure you will be happy with the results. But you could still add a description of your pony here and see if anyone gets inspired to draw him for you.
