Where is the best place to get small amounts of certain colors you want, without having to pay a lot and what is the best type to get?

It would depend alot on what material the toys are made of, but a hobby store is probably your best bet.

Paint chipping really annoys the crap out of me, and it usually happens just after a little bit of very light cleaning.

I look for paints at thrift shops. Sometimes there's bunches in bags.
Or you could try some small bottles of nail polish... If you need to mix colors I'd say acrylics and you're going to want to seal with either a matte or gloss sealer...

Definitely acrylics, I should think. Michael's has Apple Barrel paints that are fairly inexpensive and last quite a while.

I've used Citadel paints from the world of gaming miniatures for repainting/touching up Transformers toys.  I don't remember how much they cost, but you get a little jar and they are great quality!  They are available at many gaming shops.  Not sure how well they would work on non-rigid plastic, like ponies, but it looks like your items are both pretty firm plastic?

Citadel Colors/Paints by Games Workshop are top notch, but they're not cheap.  They're usually around $4 a bottle (and it's a LOT smaller than a typical bottle of acrylics) but I personally love them.  I use them quite frequently on pony customs, and I'd assume that they'd work well for what you're trying to touch up.  They're typically used by gamers that play things like Warhammer and will cover both plastics and metal very, very well.  They can be found in most comic/game shops that I've been to :)
