Well, the heads are big enough to make them top heavy, so.... Yeah, they're pretty big.
Especially on Scootaloo. Sweetie Belle doesn't look nearly so disproportionate.

If you acquired enough hair and made your own weft, you could undo the mane seam and resew it with your weft pieces inserted. There are lots of tutorials and guides for sewing wefts into wig netting to add more hair for volume/colour, I think it might even be easier with a plush toy because the whole base of the weft is hidden inside the head. You would just need to carefully arrange it amongst the seam and stuffing so that it's not too bulky.
