As to which ones are fake, it's kind of hard to tell just with pictures; half of the tell is if the paint feels, well, rougher, I guess would be the word? But especially if the paint is inconsistent with the ones you know are official. In Gen 1 the paint jobs were a bit "foggier," to match the Sugimori artwork, but soft-feeling overall. By Gen 2 and onward, the paint became much glossier.
Sometimes the bootlegs can have accurate-looking paint jobs, too, so that's a tougher guess. If they feel sticky, they're probably fakes.
Generally the paint jobs will be messier, too (painting outside the lines,) and the colors may be weird/not match the official designs.
From the pics alone, I'd guess that these might be bootlegs:
-Jigglypuff (Purple and not pink)
-Possibly Dewgong? (my bootleg Dewgong were the same color and also missing the horn, but on the other hand, these pictured here look very well-loved!)

-Luvdisc? (It seems to rounded to be official, but then I've never seen a luvdisc figure before)
-Possibly Numel, I can't see the whole paint job well, but the eyes seem off.
-Grovyle? (the whole pose is wonky compared to the official mold)
-Duskull
-Meditite

-whiscash
-Metang (the color is off)
-kirlia (has no base, seems rough)
-Manectric?
-walrein
-minun
-glalie
-Castform?
-possibly raikou
-medicham (looks exactly like mine, and mine's bootleg for sure)
-igglybuff (odd color, official mold has 2 flat feet so it can stand)
-Possibly squirtle?
-Sceptile, if not both of them, then the bottom one for certain. That one's pose is very wonky (looks melted and like it can't stand) and the paint job unusual (although I have to admit I like the shading!)
These are just guesses. For the record, a LOT of Gen 3 figures you see for sale, especially on Ebay, are bootlegs. In fact, I'm not sure a line of Tomy two-inch figures was ever released in America. Almost all the G3 Tomy pokemon figures I own are bootleg, personally, and I don't own many. So, it's possible that all of yours Gen 3s are bootleg, although some of them look very good. Where did you get them? On ebay they tend to come in lots of twenty or so, that would fit with what you have here.
There are so many I've never seen in 2-inchers before! I hope some are still available by the time you get my PM.

Genuine figures in great condition tend to be averaging around $6.00, unless they're rarer. Most of the ones you have pictured were pretty common in the US - I'd try to sell them for between 3 and 5, depending on condition.
You have three more notable figures: ursaring (the only genuine Ursaring I saw for sale was MIB for 25. I'd charge maybe between 8 and 10?) and Slugma and Magcargo. I didn't see any listings for those figures at all! (except, of course, bootlegs.) Yours seem to be legit. I want to say 10 for each of them? Could be less, but could be more, too. Some of the rare ones can go for 20.00 and above, some people are charging in the 30s and 40s for them or even higher (but whether or not they sell is another story!) Maybe take offers on slugma and magc.
For the bootlegs, I'd take what you can get, I guess. They're basically worthless, but as I mentioned, most of those pokemon never saw US release (as far as I know) so people may want them anyway. See what they offer!
