You get it through the Fishing Tournament, which works in the same manner as the Bug-Off.

I've been doing everything I can think of to slow my tanning down, but I look like a Ganguro Girl anyway.

well i never seem to have a problem xD.
My tips, hang out as much outside in your village as you can, and play around noon time. I dont know if the time of day in game really matters, but it always seems like the sun is brightest (who would have thought xD)
also no umbrellas and maybe no hats? im not sure on hats though, but i definitely read that equipping an umbrella is the way to avoid suntans in ac.

yesterday when I was playing I noticed i had gone pretty pale again, but by the time i had finished i was tan again, I go afk occasionally too and was just sitting on one of the benches in mytown xD
