Go to the Able Sistsers and talk to Sable (at the sewing machine) for ten days in a row. She'll unlock the QR machine and you use your 3DS camera over the black and white blocks to import the design into your game.

if the villager is already packed up, you can't stop them.
That's odd that you're just finding out, since I thought the villagers usually tell you within the few days before they pack their belongings that they plan on moving.

That's a bummer, and weird.
Whenever someone wants to move, the animal asks both me and the 2nd player. o.O So even if 2nd player says "move", I can always tell them to stay.
