Who is this Bluebelle?

I won this little girl on ebay a few months ago. I haven't had time to clean her up yet, but I was wondering if anyone can help me figure out where she comes from.
I can take more pics if that would help.

Her feet are flat and completely unmarked, but kind of a convex rounded flat as opposed to the traditional "flat foot" flat.
