Neon colored paints?

I'm working on repainting both blindbag ponies, and some plastic dinosaur figures. My commissioner wants neon spots, and for the life of me I cannot find a neon or glow in the dark acrylic paint that isn't runny. I mean seriously! brand new neon paint and they dry almost perfectly clear! I'm needing about a zillion coats to get it to show up! frustrating! ):

Anyone have any suggestions? preferabley something that can be bought in the states?

Yup! Or white.

ND and Kat have the right idea. I would probably go with white.
