Toralei's fashion pack = Scaris outfit?

I just got Toralei's fashion pack and I noticed that it's the same outfit that she wears when the girls are in Scaris.  Are all fashion packs outfits seen in shows and movies?

I think at least a lot of them are.  MH is awesome at using the cartoons to push the merch.
