Wow, she is epic in terms of smoozeyness!

But as people said, give it time and hard graft and she'll look lovely.
Post some pictures when you're done, I'd love to see the difference ^_^!!

Oh wow! Gosh!!! Thats some serious in ground dirt.

If you follow the tutorial linked, I am sure she ll be lovely! I also heard mention that the softer side of a brillo pad - used everywhere except on paint - and you need to be careful you dont scrape the plastic - is effective]

:( I've got a CC Snuzzle that looks like that. Thankfully, I have a near mint FF Snuzzle as well. My poor smoozed Snuzzle is really tough to clean. I think the dirt is really, really ground in there.

It must be tootsie... my girl looked exactly the same... and she has those shiny parts too... in the same place! Apart from the braid and her symbols being more faded than mine, I'd have sworn that was my Tootsie pre-cleaning. You have to be really careful not to scrape that top layer of vinyl off, mine has a grainy feel on her lower legs where I got a bit enthusiastic... but she's clean now!!

I'm just wondering how a pony gets like that, she looks like she's been buried in dirt and left in the heat of the sun.

Probably a combination of dirt and oil from hands, dust collecting on her, getting damp - all manner of things cause a layer of dirt to build up and as plastic has pores with time that dirt can literally get in to the plastic.
