I don't live in Japan but I do a lot of auctioning on YJA for Sailor Moon and old Jenny dolls through deputy shopping services.  I don't know if this is helpful to you at all but the 2 I have used are Noppin (http://www.noppin.com/) and Treasure Japan (http://treasure-japan.com/) so I can vouch for those 2.  I know there are a few others out there.  They charge a fee but we do what we must

Yep, your best option is to check out a personal shopping service if you want to buy from the Kingdom of the Rising Sun!

Use a proxy such as Japonica and BiginJapan, etc. I think you can just email them with the link to the item and the maximum you're willing to pay and they'll do the rest. There are many other proxies other than these two, I've not personally used one (waaaay too expensive after 2 lots of shipping, customs, etc) but have heard good things about these.
