There's a stickied thread on the Pony Corral forum on this website. It should have everything you are looking for.

Pictured above are the main girls - although I would note that we dont actually know for certain on Ploomette as yet. It highly looks like she is an international exclusive but so far she has only been spotted in one store, in one country. I would wait at least until she has been spotted elsewhere before we say for certain.

Also although Star Swirl, Rainbow Flash and Skywishes have been internationals again thats not to say they may not eventually get a release - Daisy Dreams was an international pony until she got a US release.

To answer your specific questions:
what ponies are international ponies?
As mentioned Star Swirl, Rainbow Flash and Skywishes

in which playsets they come? are they exclusive of one country? or they are exclusive to an area or territory?
Star Swirl was a bonus pony along with the Rarity Gem Carriage vehicle; she was available in Australia and in some European countries. Skywishes was a bonus pony along with Rainbow Dash's Riding Along release; she has been available in Australia, NZ and Scandinavia [and maybe France and Belgium but I cant remember for certain]. Rainbow Flash was a bonus pony on a double pack along with Rainbow Dash [the first wave of playful ponies Rainbow Dash with animal friend]; she has had pretty wide international release most of Europe, some parts of central/south America and Australia/NZ.
Thank you Matcha for my gorgeous Baby Fifi avi
