Please tell how this is done

Okay for a while I've noticed that some user are able to do something with their sigs and posts that when someone looks at it they see their username. Like they ask a question and the person see their username even thou isn't to just them personally. How is it done?

This code freaked me out the first few times I saw it, cuz I didn't realize it WAS a code. I was like... "But no one on this forum even knows me, why are you all naming me in posts all the sudden?!" It was weird. :p
