I've found out what it is! It is a Glo Kids, Rainbow Love Pets (Horse), made by a company called Soma circa 1985.

I would have thought it's a dragon, too, but good to see it's supposed to be a horse. Glow-in-the-dark toys are really cool, but I don't think it's worth more than fakies usually are.

It does look like a cross between a horse and a dragon, with a nobbly dragon tail but is named "paard" on the card which is Dutch for horse. I agree, being a fakie it is probably not worth much.
