Fluorescent colors show up best over a white, or other pale color base. I paint my design first in white, then I go over it in the fluorescent color.

One of the most popular sealants is Testor's Dullcote spray, not sure if its available in the UK.  A lot of artist use Modge Podge matte to seal ponies as well and its ususally easy to find at most craft stores.

the fluorescent paints I've used are usually not opaque, so it will either take many layers or else you'll need to paint a base coat as maniah described :) Sometimes I do a white base coat, or sometimes I use a similar color in a regular paint first (like putting down plain pink and then putting the fluorescent pink over it.)
