Some of those ponies you showed pictures of were definitely made. Merriweather is a common G3, and Star Flight and Heart Bright were special released toys with large wings. Their cutie marks were a button you could press and their wings would flap. One of the yellow unicorns standing with Lily Lightly looks like Brights Brightly, who was released as well.

Mostly it's just the background pegasi and unicorns who didn't get released as toys.

Nope. It also had a couple toyless named ponies, like Storybelle and Fiesta Flair.
