Yes it can. I dont use it, so I can't help with a brand. I use conditioner instead.

I used it on a pony once, it made her smelled strongly like the fabric conditioner (she smelled really nice, but be mindful).

I use a downy  free and clear - I'm allergic to dyes and scents. Works wonders!

I use it and it works wonders! I just use the cheap Wal Mart brand, lavender scented. Smells nice! For really stubborn, matted hair I've used STP Son of a Gun (from the automotive dept., it's a vinyl spray) and it makes even 40 year old matted Blythe doll hair silky and shiny. If you use that, follow up with a dunk in the fabric softener 'cause the STP stinks.

But they're made for conditioning plastics...  which is what ponies are made of!  It makes perfect sense!  :D

When flat ironing and defrizzing I always use fabric conditioner as first preference. At the end of the day pony hair is closer in content to clothing than human hair so it makes sense :)

I tend to buy a standard brand - not bargain brand just a well known brand name - and go from there.
