You can use permanent markers (aka Sharpies) to color fake hair! I did it for a bunch of Halloween wigs, it actually works very good! With a little patience you can turn a white wig into a Rainbow Dash wig. And Sharpies come in ALL sorts of colors of the rainbow. You can actually buy like 24-packs of Sharpies, each a different color. And my coworker has kids about the 9-11 year age, she bought that 24-pack for them to use for school projects (and let me borrow the pack for my Halloween wigs lol), so I can imagine kids could use them for ponies too.

But they keep their colour well enough just dont take them out in a downpour or leave them pressed up against a white pony. I don't think she was really aimed at kids. She wasn't a store release. I think it was something made mostly for collectors and people who make actual customs.

Like, will the colors bleed into my pony if her hair is touching her "skin"?
