If I remember correctly they are from the episode/show after the ponies meet Star Catcher for the first time.  They are part of the Butterfly Island which is where the pegs lived.  Before that there where only earth ponies.     Brezzies actually came later.

But Wing Wishes wings weren't actually built in to the ponies' bodies, were they?  I thought they were just accessories that came with regular Earth Ponies.  And although they weren't introduced yet, the animated movies eventually had it so that the Earth Ponies were already familiar with the Breezies, so that's why I got the idea that Wing Wishes ponies were wannabe Breezies--see "Two for the Sky" for an example of what I mean (disregarding that those two ended up being "Deluxe Pegasi" or whatever in the end).
