Anyone know how to actually make a mask? Lots of fabric starch?

I make masks from either Papier Mache or moulded buckram for people. Depending on what my partner wants I will probably sculpt the mask permanently on the pony for this swap.

Im thinking.. If I could pull it off.. I am sorta wanting to make a matching mask for my partner. And I would like to use a fabric base. So I'm just not sure if I ought to glue the fabric to something, or use starch or what.

Of course, this all depends on time.
