Quick question about varnish

I have two customs [see picture below] both have been painted with the same matt varnish, but for some reason one of them seems to still be a little sticky, is there any reason for this?
They where both painted with the same base acrylic paints and the brand of varnish I use is Reeves, if that helps.
I had to wrap her tail up so it wouldn't stick T.T

Hmm... I've had troubles with some sealers based on the humidity of the region. Its also possible that the varnish could be interacting in an odd way with some of the paint or other material on the pony.

I had humidity problems with Mod Podge, which is why I switched to varnish, but I've learned some inks do bad things with varnish (including Sharpie). Maybe in the future before trying any new paint or varnish, do a test strip to see how they interact?

The pony on the left looks very shiny for a matte varnish.  Odd.  You could grab some matte modge podge and give it a coat of two.  If you do not live in a humid area it should work just fine.

That very well could  be a contributing factor. Have you used this varnish on other ponies before? Some sealers react badly with pony vinyl. It's possible that the number of paint layers on your reindeer custom prevented the varnish from interacting with the vinyl.

I've heard a few people claim that a couple of coats of matte Mod Podge will unsticky and sticky custom. Just be sure to water it down if you go that route. Mod Podge applied straight from the bottle has a higher risk of going soft or sticky in a humid enviroment.

Thank you very much for the advice, :) I've learned now to remember to do a few more base coats XD Got to learn somehow I guess
