You tried boiling and wrapping it close to her with a paper towel and rubber bands and letting sit for a couple days?
That's what I would suggest. It also seems like the shorter the hair, the harder it is to get it to stay down sometimes!
I had this problem on the last set of Pony ponies that I did with katsilk. I had to boil perm them two or three times to get it to stay. So my only suggestion is to try it again and again. If what you did didn't work then increase the heat or actually dunk the mane up to the roots to increase the time. The paint can always be touched up.

As long as the pony is dry, you shouldn't need to leave it sit there dry for two weeks. Another thing that can help is, if you have a hot desk lamp, let it dry under the desk lamp so it dries hot instead of cold.
