I would agree that the Paypal adress is pretty binding, BUT only if the buyer requested it. I've seen posts here (and experienced it) where sellers say they send their paypal address when someone requests a shipping price, to save time (ie: "Shipping would be X, making total price Y. My paypal address is XYZ"). That in my mind doesn't count as binding, if the buyer only requested a shipping estimate and the seller just adds in their paypal as well.

If a sale price & shipping amount are agreed on and the buyer says they definitely want to make the purchase and even states a date they will pay, how is that different than a non-paying bidder on eBay? It would be nice if there was a way to keep track of habitual time wasters since we do have a thread for NPB from eBay.

Would there be a way to set up an invisible "strike system" within the feedback page? For example, if someone is dealing with a time waster, they could check a box. Once that person receives 3 strikes in a set time period, something would appear on their feedback profile to note them as a habitual non-payer.
