Just a guess, but it looks like a rug from the bathroom furniture set of the Fisher Price Dream Dollhouse series from the 90s. My sister had one, but it was pink.

I did a little searching and it does look similar!  But I think it only came in pink and there was a small fabric border around the edges.

honestly it looks like something for a G3 winter set pony, can you stick a leg in it? or put it over a head?

Nope - It's just a flat oval that's fuzzy on one side, unfinished/rough fabric on the other side
