The yellowing is probably a result of the rust to be honest. Have you tried magic eraser over the area at all?

Although I am sure if you prefer not to use one sun fading will work well to restore her :)

I would scrub her butt with toothpaste or a magic eraser (being careful of those symbols though). I had a pony - think it may have been Cotton Candy? - who had a yellowed butt, just from severe tail rust. She came up just fine :)

I've used peroxide baths with incredible success! Submerge the body into the peroxide and leave it for a day or two in a sunny window! She is a cutie, I've never seen her before...she looks like someone didn't change her dipey in years!

This is what I was going to suggest, you may even get some success in one day, it really helps with yellowing, of playset parts, buggies, blue ponies yellow and it brightens them up.  The sun in the key part.  It is also very even, makes hair shiny, and it works like magic from my experience.  It has never made anything worse for me, if that helps :)  Keep us posted!

Should I dilute the peroxide?

I never have...I used the stuff straight from the bottle from the Dollar store on a yellowed baby Glory and even her glittery symbols came out cleaner! She looks like her face is discolored too, so you can try putting her head in with the body. I rinse really well afterward and condition the heck out of the hair! Leave her headless a couple of days to dry and she'll probably look like a whole new baby!

The hydrogen peroxide you will purchase in store is already diluted - standard to be 3%.

H202 works as oxy will - as putting it in sunlight simply turns it into water and hydrogen. Its the oxidising effect which loosens any dirt and removes any stains. It can convert to water very very quickly though when exposed to sunlight so if use it you should change the solution out after a couple of days if there is still improvement required. I always find it can make hair slightly less shiny and glossy after use so make sure to try and prevent it being completely submerged and treat it after exposure.
