Emoticons/smileys?

Sometimes when I open the window of all the emotes offered here in the Arena, I see new ones! How does that work? Does it update with new ones once in a while, or are they "unlocked" by making more posts?

Sometimes I go on a smiley-installing spree when I find a new batch of good ones. I try (with partial success) to keep myself in check . . . for awhile.
