My dad actually had the exact same issue with an Amiibo he ordered, instead of getting sent to our house it got sent to Quebec. He never purchased insurance and the seller/the site he ordered off of (Amazon) isn't charging him any extra to get it sent to the correct address; he didn't get insurance.
I'm sure if you contact the seller or owner of the site you bought from they'll be glad to get it sent to the correct address. Or you could even try contacting the people who it got sent to to see if they could shoot it your way.
