The wiki is not always the best place for complete information on foreign ponies. Ponies were produced in Macau by a company called Arxon under license from Hasbro. They were sold in Germany & surrounding countries. All MOC Macau ponies that have been found have German cards, but some collectors throughout Europe have found them in other countries (or had them in childhood collections), which points to the distribution being more than just Germany.Other than color differences, all Macau ponies have longer manes & light blue eyes. The word "MACAU" is stamped under one foot. What do you mean by why Macau? The Hasbros were much more separate back in the 80s than they are now and they were made under license by a different company, so they probably had deals with factories in different locations.
Macau was under Portuguese administration until 1999. Having them made in Macau isn't really much different from having some made in Thailand (like the Fancy Pants and MBs) for example. Most of the MLPs produced under license used local factories, but it looks like this one had links with ones in Macau.
