Try fabric softener before scissors. It works for mine, i let them in a bowl with it for hours or a night if it is too damaged and then comb it with the softener before rinsing it off with hot water. And then comb normally.
If you're thinking of rehairing her anyways have you tried a straightener? I know they're not great for some types of tinsels (can't remember which for the life of me right now) but it might be worth trying as a last ditch effort.Also, how long have you left the conditioner on and how much do you use? I've found that using a TON (4-5x as much as I put on my own head) and letting it sit for hours helps a lot.
If its coming out or snapping off that easily, unfortunately fabric softener isn't going to fix it. I don't think anything can fix hair that's damaged to that degree.
