Doesn't look like any G1 Pony Wear / accessory, unless it's Nirvana.
More likely it's from some other toyline or brand or even meant for humans.  What does the other side look like?

Here's the back. You're probably right abut it not being mlp, but everything else in the lot was so I figured it was a worth asking around.

Based on the scale of the clip size, I'd put my bet down on that being originally sold for human use.  It's pretty common to find kids mixed in their own hair accessories with their pony collections back in the day.
