I don't know about photos, but chartreuse hair is WAY difficult to capture in watercolors- like the hair for Shady, Honey Suckle, Surprise... it just looks either yellow or lime green when I paint it, but not neon...
Definitely anyone with chartreuse hair - or neon hair in general - it either comes out too washed out or too bright in photos, I find Which is a shame, since chartreuse hair is so pretty irl.G3 Velvet Bow tends to be hard to photograph, too - she's a really unusual colour, but in photos she either looks straight purple or straight grey, instead of the weird mix of the two that she actually is. If that makes sense..

There probably aren't as many choices like acrylics, but neon watercolors do see to exist. X_x; I just tossed out a bunch of neon pigments at work-- could of been used to make your own.
