Maybe, but I'm leaning toward an in-house artist for the bootleggers. That's close enough to FiM style that the artist would probably have been able to emulate it all the way if they'd wanted to, but not far enough away that it looks like a conscious decision, plus the design is very clearly not quite Fluttershy.
