They like neverrrrr pop up on Ebay (at least, not US Ebay), especially not MOC and I want them all MOC badly. D:

I paid $30 for the same one you have there in really nice shape.

Yes pretty rare. They do pop up so they are not impossible to find but they are amongst the most popular merch and in the harder to find category so you tend to find lots of competition for them.
