I think they see normally. They have "normal eyes" underneath the flashy stones. They're rich and fancy, which is why they wear jewels in their eyes.

Now that I think about it, jewel eyes actually sound pretty painful, especially going by the comic's origin story. 
I imagine the corners would hurt when you closed your eyes.

Well, that's why we never saw any twinkle eyed babies or boys, it was just a rich mare contact lense fad! And here I was thinking that maybe each facet gave the pony a different magnification level & if they needed to see something closer or further away they'd just swivel around to a better focus or something. Duh.

I'd say in one-colour, but Masquerade always managed to do her costumes accurately.

(OT) there is a twinkle eyed character making an appearance in Big Apple Adventures soon, the strip runs new panels on weds/sun on Big Apple Ponycon's Facebook page.

The first time I read the twinkle eyes origin story in the comics I nearly spat my coffee... Lol love those books!
