Yikes! Is it bad that I kinda think her mane looks cute like that? She looks like she's rocking a sort of perfume puff look. I hope you can get help, though, I bet it is annoying.
I have a Peru Bowtie (unicorn) that had a similarly frizzed tail. I was able to get it looking better (although not perfect) with a straightening iron. I recommend doing very small sections at a time, wet with conditioner. The smaller the sections you work with, the better your results will be.
