I wouldn't send it with a value that low. These are clearly valuable items - your work is worth far more than $20. Customs charges are a fact of life. I can see splitting the custom fee in some situations to make it an equitable trade, but if your partner didn't want to pay any custom fees then they should not have entered into an international trade. Your location is clearly stated on your profile, and your partner knows their countries policies. Now that you're having to pay shipping again, I certainly wouldn't suggest splitting the custom fees at all since you are out the cost of shipping twice. Well no, she didn't physically send it back, but she refused the custom fee so it was inevitable. And now you're being asked to send it again, and pay to ship it again, because she didn't want to/wasn't able to pay the fee. If you reship the package, I hope your partner will pay for the shipping at least. It's not fair to you to have to pay to ship it twice - you didn't do anything wrong.
