Hmmmm, I doubt it has anything to do with your internet browser  and I would suggest having a trusted friend sign up for you, but what'll happen if you try to get on yourself?  it'll probably still give you an error

oh no! :/ there should be some way to change those settings on your computer's control panel, if it has one.

I don't quite know... It might be. Or referrals are a bit wonky? Or did you sign up using the normal sign up link? Registration was closed until fairly recently (Severe multiaccounting problem)

There is a trick or treat event going on.   You can trade your 'treats' for tickets and then turn in tickets to get different exclusive horses.
