I know at least in the states you can tubes of 10% benzoyl peroxide cream over-the-counter. Actually, I have some lying around that I'm not using for my acne anymore so I might dig up a grungy pony and experiment. :)

I know on American Girl forums they recommend that for cleaning Sharpie and the like off AGs...I don't know if ponies are the same type of vinyl, but it should work!

Very different type of plastic. The main problem with things like benzoyl peroxide on ponies is the pigments in the plastic - it works to bleach out the pigment. You dont have the same kind of issue on a slightly harder plastic which has a different type of colouring.
